CAPS Contractors Automated Process Services

At ConversantBT we recognize that the cost of maintaining a full-time professional back office staff using "state-of-the-business" automation is difficult to justify and implement for most small contractors. For that reason, we developed Contractors Automated Process Services (CAPS) for Subcontractors - CAPS SUB. Using streamline processes that are bolstered by state-of-the business technology, CAPS can concurrently accommodate the back office needs of multiple Subcontractors while preserving privacy and confidentiality.

CAPS PRIME’s main objective is to provide the PRIME with Subcontractor assistance in the forms of project control mechanisms, increased standards, and improved communications.

THE PRIME CONTRACTOR'S CHALLENGE

From the Prime’s perspective, partnering with Subcontractors, especially some small, women, minority-owned and disadvantaged businesses (SWMD), may require the expense of additional assistance. Large Primes have substantial experience working with Subcontractors. However, those Primes that have made the commitment to include SWMD Subcontractors may have underestimated the impact on their staff resources and system controls. There is an added cost associated with the rejection of Subcontractors’ contractual forms/documents. The time required to verify/re-verify form submissions and the recurring communications with Subcontractors surmounts to a substantial burden on the Prime’s project schedule and staff. In addition, the Prime may share in the risk and liability related to a Subcontractors' deficiencies.

Many SWMD Subcontractors have a small skilled labor staff and a smaller to non-existent back office staff. The Principal(s) will work long days participating in their field operations with the intention of doing the “paperwork” in the evenings and on weekends; after a reality check, they quickly realize that their energy level and perhaps their back office skills are insufficient to keep pace with the needs.

For the average SWMD Subcontractor the award of a subcontract may be good news bad news. The good news is being awarded the contract, the bad news relates to the challenges that accompany the contract. A few of the major challenges may be:

Lack of back office proficiencies needed to meet the the Prime’s contractual documents requirements
Lack of adequate accounting and document management controls
Lack of reserve cash flow to adequately cover expenses while waiting for receipts
